House passes war funding bill

Washington (CNN) — The House of Representatives on Tuesday gave final approval to a nearly $59 billion emergency spending bill, the bulk of which would go toward the U.S. troop buildup in Afghanistan.

Specifically, the bill includes almost $33 billion for Afghanistan, along with over $5 billion for the Federal Emergency Management Agency, almost $3 billion for Haiti relief programs and $68 million for the oil disaster response in the Gulf of Mexico.

It now goes to the president for his signature.

The Senate passed the measure last week after stripping out more than $20 billion for domestic priorities favored by many Democrats.

Top Democrats struggled to maintain support for the bill among more liberal House members, who have increasingly turned against the Afghan war effort and are upset about the loss of funding for programs designed to prevent teacher layoffs, among other things.

Rep. David Obey, D-Wisconsin, chairman of the House Appropriations Committee, slammed the Senate for stripping domestic funding from the bill, including funding for teachers and other forms of education funding.

Obey said he opposed the emergency funding bill because of questions over the prospects for success in Afghanistan.

“The Afghan government has not demonstrated the focused determination, reliability and judgment necessary to bring this effort to a rational and successful conclusion,” he said.

The federal government has “appropriated over $1 trillion for the wars in Iraq and Afghanistan to date, more than $700 billion to Iraq and $300 billion for Afghanistan,” Obey noted.

“To those who say we must pay it because we’re going after al Qaeda, I would note that Afghanistan is where al Qaeda used to be,” he said. “Today, there are fewer than 100 al Qaeda in Afghanistan, which was publicly confirmed last month by CIA chief (Leon) Panetta. Al Qaeda has relocated to other countries and regions.”

Rep. Jim McGovern, D-Massachusetts, called the Afghanistan war policy “deeply flawed.”

“Occupying Afghanistan in support of a corrupt and incompetent government will continue to claim the lives of our soldiers,” McGovern said. “It will continue to bankrupt us, and it will not enhance our national security. … It is a mistake to give this administration yet another blank check for this war.”

Also Tuesday, the House defeated a non-binding resolution that called for the withdrawal of all U.S. military personnel from Pakistan, which borders Afghanistan. Currently, the United States has more than 200 armed service members in Pakistan.

Fueling liberal discontent with the war effort was Sunday’s release by the whistle-blower website WikiLeaks of roughly 76,000 U.S. military and diplomatic reports about Afghanistan filed from 2004 to January 2010.

President Barack Obama said Tuesday that he is “concerned about the disclosure of sensitive information,” but insisted the documents don’t shed much new light on the war effort. A number of critics, however, insist the documents back their assertion that the war effort is foundering in part due to unreliable allies in the Afghan and Pakistani governments.

House Majority Leader Steny Hoyer, D-Maryland, asserted Tuesday that the document leak would not affect the House vote. He noted that funding of U.S. troops in Afghanistan will run out early next month, and said Congress needed to ensure they have the necessary supplies.

“The fact is those troops are there now, and money to fund those troops … will be depleted as of the seventh of August,” Hoyer said. “So whatever we decide on policy in the longer term does not, in my opinion, affect our obligation today to make sure that the troops, as long as they are there, have the resources they need.”

Washington (CNN) — President Barack Obama wrapped up a two-state campaign swing Friday, stumping for embattled Senate Majority Leader Harry Reid while talking up the economy in a speech at the University of Nevada-Las Vegas.

“Harry and I are going to keep on fighting,” Obama said. “Until wages and incomes are rising again, businesses are hiring again, and Americans are headed back to work again. Until we not only recover from this recession, but rebuild our economy stronger than before.”

Reid slammed Senate Republicans for being “the party of no,” claiming he’s only been able to work with a dwindling handful of GOP moderates. “They’re betting on failure,” he said.

Nevada currently has the highest state unemployment rate in the nation at 14 percent, adding to Reid’s tough reelection fight this year against GOP nominee Sharron Angle. At a rally on Thursday. Obama ripped into Angle, alleging among other things that she wants to phase out Medicare and Social Security along with federal education funding.

Obama also attacked Angle for recently calling BP’s Gulf compensation fund a “slush fund” during a radio interview on Wednesday. Angle retreated from her comments on Thursday, saying she shouldn’t have used the term “slush fund” and asserting that she supported the fund.

Nevada is the second stop on a campaign tour also brought the “campaigner-in-chief” to the Midwest this week to help out another Democratic Senate candidate — Missouri Secretary of State Robin Carnahan.

Carnahan will most likely face off in November against seven-term Republican Rep. Roy Blunt, in a battle between two of the most famous political families in Missouri. Both candidates are fighting to succeed Republican Sen. Kit Bond, who is not running for re-election this year. The race is one of the few where the Democrats have a chance to pick up a GOP held seat.

Obama’s visit was his fourth to Missouri since losing the state in the 2008 presidential election to Sen. John McCain by less than 4,000 votes.

In March, Republicans pounced on Carnahan when she didn’t attend an Obama health care reform event in her state, saying she was trying to keep her distance from the president. Carnahan’s campaign said she was in the Washington, D.C. for a conference as part of her duties as secretary of state. Carnahan did team up with Obama when he came back to Missouri a month later to hold an event on the economy.

“Presidential visits are a double-edged sword. They raise money for Democratic candidates and energize Democratic voters, but they give Republicans plenty of ammo and interject Obama into every contest,” says Stuart Rothenberg, publisher and editor of the nonpartisan Rothenberg Political Report.

Suzanne Malveaux: Your father was largely absent, how did that impact you?

Barack Obama: Well, you know, I think it had a profound impact except, you know, more as an object lesson of what it’s like growing up without a father in the house.

My father had a reputation of being this larger than life figure: charismatic, very smart and very engaging. And all of those things were true. He was part of that first generation of Africans who moved West to get an education and intended to bring it back to develop their country. And he made a great impression on people, but he also was a tragic figure not only because he didn’t stay with my mother and me, but he generally had trouble providing stability for his other children and his subsequent wives. And he was somebody who was incredibly brilliant, but also because of the tensions from leaping from a small African village to Harvard and being part of this modern world, he never resolved those tensions.

He fought, when he got back to Kenya, against tribalism and nepotism, but was ultimately consumed by it and blackballed from the government, ended up having a serious drinking problem, was in a severe car accident and ended up dying a tragic and bitter man.

So when I think about his impact on me there are some superficial things. He went to take me, when I was 10 years old, to see a jazz concert, and I became a real jazz buff after that. He gave me my first basketball, and it was only later that I realized that that had been the case and might have been part of the reason why I became so obsessed with playing basketball. But for the most part what I understood from him was an absence, and I vowed that when I became a father one of the most important things that I could is be a presence in my children’s lives.

Malveaux: That visit when you were 10 years old at that time — was there anything in your 10-year-old mind that you thought you could do to get him to stay?

Obama: No, I don’t think that’s how 10-year-olds think. If you’ve got this person that suddenly shows up and says, “I’m your father and I’m going to tell you what to do,” and you don’t have any sense of who this person is and you don’t necessarily have a deep bond of trust with him. I don’t think your reaction is how do I get him to stay? I think the reaction may be, what’s this guy doing here? And who does he think he is?

So it was only during the course of that month, by the end of that month that I started to open myself up to understanding who he was, but then he was gone. I never saw him again. That was the last time I saw him. He would write to me occasionally. He wrote me letters, and we would talk on the phone intermittently, but it was not until I traveled to Kenya and heard from relatives of who he had been and the story that he had lived that I think that I fully was able to understand him and obviously in some ways understand myself.

Malveaux: You said, “Every man is trying to live up to his father’s expectations or make up for his mistakes and in my case both may be true.” Can you explain?

Obama: If you don’t have a father there, it means you’re always grappling against this image that you don’t fully understand. If you have a father in the house, you’re going to have arguments; there are going to be tensions, you’re going to see his flaws but also see his good qualities, and so there’s something very concrete against which you can learn from and match up to.

In my case, you had this person who was almost a myth in our family about how smart he was, about how well he did in school, how well-spoken he was and so forth. So that was something to live up to — high expectations.

On the other hand, here’s somebody who wasn’t there and that I would come to learn was an alcoholic and somebody who had not treated his family well. So that was something that you felt that you had to make up for. And I think that certainly in the early part of my life grappling with that legacy was part of who I was and is still part of who I am.

Delnor Wiggins State Park is a favorite spot for beach lovers around the country. It has been rated one of the best beaches in the nation, and will continue to do so for years to come, we think. You just need to look at the number of beach towels on the sand in high season to see how truly popular this place is.

The Delnor Wiggins State Park is a 166 acre piece of tropical paradise that shelters Water Turkey Bay from the Gulf. It is a topical paradise in the true sense of the word. Sugar white soft wand with the sea on one side and a mangrove swamp on the other, it is part of a barrier island just off the coast and at the mouth of the Cocohatchee river.

The park was named after a trader who used to operate in the area, Joe Wiggins, who was also the first homesteader on record. In the 1960’s the land was set aside as a park to preserve the islands, mangroves and natural habitat from development, and it’s still going strong to this day.

The unique ecosystem of the area supports itself and the area around it. The barrier island that the park sits on is 80% mangrove, which shelters the mainland from the worst of the gulf storms and protects the island from erosions thanks to the tight knot root system. This system also filters the water around it so it stays clean and clear, while the leaves of the mangroves provide sustenance for much of the wildlife around them.

This combination of factors makes the Delnor Wiggins State Park a great place for wildlife. There are birds aplenty, from seabirds, waders and the more adventurous land varieties. Then there are smaller mammals, reptiles, corals, fish and crustaceans. Not to mention sea turtles in the summer, who crawl laboriously up the beach at night to lay their eggs.

The beach itself is extremely popular in high season so it pays to get there early if you’re planning to lay a beach blanket and spend the day. The park opens every day of the year from 8am until sundown and is at its busiest during the summer months. If you’re a sun worshipper and like nothing better than laying down a beach blanket, spreading on some lotion and not moving for hours, this is the place for you. You can also swim, snorkel, sail, kayak and wander round the numerous paths around the mangroves if you feel more energetic.

Delnor Wiggins State Park is one of the many beaches around Naples, and one of the more popular. When you see it, you can see why. Seemingly endless swathes of white sand, calm azure waters of the gulf, high rise condos one end and Wiggins Pass at the other. It’s a great way to spend a day.

The taxicab gets its name from the “taximeter”  which was the instrument used to measure the distance and time a vehicle has traveled. Still in use today, in a slightly more sophisticated form than its original, which was invented in 1891.

Cab comes from the horse driven carriage called a cabriolet. These were used during the 19th and 20th centuries as taxis. Cabriolet is now a term used by some car manufacturers to describe convertibles. The carriage had a soft roof that could be folded down in good weather. The last cabriolet to be licensed was in 1946, then surrendered in 1947.

In Morocco smaller taxis are used for inner city runs and are metered for such. There are also larger taxis that are used for longer journeys outside the city. These can be shared between travelers and have been known to stop and pick up other passengers on the way. It’s a great way of meeting the locals or new people.

In 1999 241 million passengers traveled in New York taxis, amounting to a total revenue of over a billion dollars. The average number of fares the average cabbie gets in a 12 hour shift is around 30, with an average fare of $6. In that 12 hours, the average mileage for a cab is a mere 180 miles, much less if the taxi works a metropolitan area.

The first motorized taxis appeared in Paris, France in 1899, then made their way to London in 1903 then New York in 1907. Since then, petrol cabs have dominated the market to this day. There are slow moves toward more environmentally friendly methods of combustion such as bio-diesel, which is slowly gaining ground here in America. In California you can get a Prius taxi if you want to do your bit to save the world.

The two-way radio first appeared in taxis in the 1940’s. It allowed better co-ordination between drivers and their dispatchers, meaning a better service for the customer. Despite leaps in other technologies, the basic mechanics of the two-way remain the same. It is illegal in many states to operate a taxi while using a cell phone, but not to use the two-way radio.

Around 26% of taxicab license applications are from immigrants from Bangladesh, India or Pakistan. Only 10% of applications were made by American born people. This is a thorny issue and one we aren’t going to touch here, suffice to say it is the opinion of many passengers that the service has suffered because of this.

On the subject of demographics, in the 1960’s around 10% of taxi drivers were women, now it’s less than 1%. We don’t really know the reasons why, but it is something that should be evened out if possible. Women passengers would feel much safer with a woman driver, not necessarily because of the driving either.

In 2006, California passed a law requiring schools that accept technology funding to educate students about copyright, plagiarism, and the basics of Internet safety. Other states have since considered similar laws. We saw this as an opportunity to help teach students their rights and responsibilities when using technology.

But when we surveyed existing digital education resources related to copyright, we were dismayed to find that much of the available material relied on inaccurate generalizations about technology and law. Rather than presenting unbiased facts and encouraging inquiry, the materials focused on drilling students on the prohibitions of copyright. As avid users of technology ourselves, we could not stand by and let this educational opportunity become an excuse to scare young people away from making full and fair use of the digital technologies that will continue to affect virtually every aspect of their lives.

We decided to fill in the gap by developing an honest, accurate, and balanced curriculum that would help students understand and exercise their digital rights and responsibilities. Working with educators from around the country, we aimed to design a fun and flexible plan that would not just provide information, but also help foster basic skills in research, writing, and critical thinking.

We’re proud of the result. The Teaching Copyright curriculum is a detailed, customizable learning plan to help educators raise interesting questions about copyright, technology, and law, such as:

  • What is legal online?
  • How is creativity being enabled by new technologies?
  • What digital rights and responsibilities exist already, and what roles do we play as users of digital technology?

Through the Teaching Copyright curriculum, students and teachers will learn the answers to these questions and come to a greater understanding about the role of technology in our lives.
